CVSA Brake Safety Week 2026: Brake Drum and Rotor Inspections Begin August 23

From August 23 to 29, 2026, CVSA-certified inspectors across the United States, Canada, and Mexico will conduct roadside inspections focused on brake systems. This year's campaign will place added attention on brake drums and rotors, components that directly affect stopping performance and, when worn or cracked, can break loose from a moving vehicle and create serious road hazards. Here's what inspectors will be looking for, what an out-of-service order can mean, and what drivers and fleets should do before Brake Safety Week begins.

What Brake Safety Week Is and Why It Matters

Brake Safety Week is part of CVSA's Operation Airbrake Program, a trilateral safety initiative across the U.S., Canada, and Mexico. Each year, CVSA selects a component focus based on prior-year violation trends. In 2026, that focus is brake drums and air disc brake rotors. Inspectors will examine those components closely while also completing full brake system inspections on every vehicle they stop.

Recent enforcement results show why the campaign matters. More than 15,000 commercial vehicles were inspected during Brake Safety Week 2025, and 15.1% were placed out of service for brake-related violations. Earlier in 2026, during CVSA's unannounced Brake Safety Day on April 14, inspectors removed nearly 600 commercial vehicles from service. Of 4,021 inspections conducted across North America, 574 vehicles, 14.3%, were placed out of service. The pattern is consistent: roughly one in seven trucks inspected during brake-focused enforcement events does not meet the standard. Brakes remain one of the most common reasons a truck is sidelined at the roadside.

The 2026 Focus: Brake Drums and Rotors

For the 2026 campaign, inspectors will specifically focus on brake drums and rotors. These critical braking components play a major role in a vehicle's ability to stop safely and efficiently. Under 49 CFR §393.47, inspectors will pay particular attention to the following conditions:

FOCUS AREA 01

Drum Thickness

Brake drums wear down with use, and federal regulations specify the minimum allowable thickness based on the drum's original size. A drum worn beyond the discard dimension stamped on the drum is an out-of-service violation. Many operators run drums close to the wear limit without realizing it because the brakes may still feel functional to the driver. But during a highway-speed stop with a full load, a marginal drum may not provide adequate stopping force, and an inspector's measurement may reveal what the driver cannot feel.

Rotor Condition on Air Disc Brakes

Air disc brakes are increasingly common on newer commercial vehicles, and their rotors face wear and damage patterns similar to drum brakes. Inspectors will check rotors for thickness against manufacturer specifications, along with cracks, scoring, heat discoloration, and other damage that can compromise braking performance. A cracked rotor can fail suddenly under load and shed fragments that become road hazards for other vehicles. Rotor condition is one of the easiest items to verify during a pre-trip inspection, and one of the most commonly deferred on high-mileage equipment.

Drum Cracks and Structural Defects

In addition to thickness, inspectors will look for cracks, heat checks, and structural defects that indicate a drum is at risk of failure. A cracked drum left in service can break apart under heavy braking, causing the wheel assembly to lose braking force and potentially sending debris onto the roadway. Federal regulations prohibit operation with a cracked drum, and any vehicle found with one will be placed out of service immediately.

The Full Brake System: Not Just Drums and Rotors

The drum and rotor focus does not limit inspectors to those components alone. Every Brake Safety Week inspection covers the full brake system under 49 CFR Part 393, including brake adjustment and stroke, brake lining and pad thickness, air system pressure and leakage, slack adjuster condition and travel, ABS warning light function, and chamber condition. A vehicle can pass the drum and rotor check and still be placed out of service for an out-of-adjustment brake, an air leak, or a worn brake pad. The entire system needs to be ready, not just the focus components.

What an Out-of-Service Order Means

If an inspector finds a brake-related out-of-service violation, the truck stops moving. The vehicle cannot be driven until the violation is corrected and the truck is cleared to return to service. That can mean towing, emergency repairs in the field or at a nearby shop, and a timeline driven by parts availability and shop capacity, not the delivery window or customer expectations.

The financial impact of a single out-of-service order can include towing, repairs, lost revenue during downtime, and the customer relationship cost of a missed or late delivery. For owner-operators running one truck, a day off the road can create a significant cash flow issue. For fleets, a pattern of out-of-service orders can also affect CSA Vehicle Maintenance BASIC scores, which may influence insurance costs and broker qualification at renewal.

The CSA connection: Brake-related violations feed the CSA Vehicle Maintenance BASIC and are weighted for 24 months. Carriers above the intervention threshold typically see 15 to 40% insurance premium surcharges at renewal, while clean records can lower premiums 8 to 15%. A single out-of-service brake violation during Brake Safety Week costs more than the repair. It carries two years of elevated insurance exposure.

What to Do Before August 23

Brake Safety Week is not a surprise enforcement event. The dates, focus areas, and enforcement approach are announced months in advance. The carriers that get caught are often the ones that treat the week as a calendar note instead of an inspection deadline. Before August 23, complete the following steps:

ACTION 01

Measure Drum and Rotor Thickness on Every Unit

Pull the wheels and measure drum and rotor thickness on every unit. The discard dimension for drums is stamped on the drum itself, while rotor minimum thickness is listed in the manufacturer's service manual for the specific brake system on your equipment.

If a component is within 10% of the discard dimension, replace it before the week begins, not after. A drum that is near the wear limit may pass today but fail an inspector's measurement later, and running close to the limit leaves little margin for the next inspection.

ACTION 02

Check Brake Adjustment and Stroke

Out-of-adjustment brakes are consistently among the top brake violations found during roadside inspections. Use a brake stroke gauge to verify that every brake chamber is within the adjustment limit for its chamber size. On S-cam brake systems, check slack adjuster free travel and confirm automatic slack adjusters are functioning correctly. An automatic slack adjuster that is not maintaining proper adjustment is a violation waiting to happen, and it may not show obvious symptoms before an inspector identifies it.

ACTION 03

Inspect Lining and Pad Thickness

Brake lining and pad thickness is checked at every Level 2 and Level 3 roadside inspection. The federal minimum is 1/4 inch for steering axle brake linings and 1/16 inch for non-steering axle linings, though some states may enforce stricter standards. Linings worn to or near the minimum perform less effectively under heavy braking, and they leave little room for error if an inspector's measurement is borderline.

ACTION 04

Check the Air System for Leaks

Build air pressure to governor cut-out, shut off the engine, and time the pressure drop over one minute with the service brakes released and then applied. On a combination vehicle, a pressure drop exceeding 3 psi per minute with brakes released, or 4 psi per minute with brakes applied, is a violation. Air leaks are easy to find with a soap solution applied to fittings, valves, and tubing, but they are also easy to miss during pre-trip inspections unless the driver is specifically looking for them.

ACTION 05

Verify ABS Warning Lights

A malfunctioning ABS warning light is a violation on tractors manufactured after March 1, 1998 and trailers manufactured after March 1, 2001. Check that ABS warning lights illuminate at key-on and turn off within a few seconds. A light that stays on, or a light that does not come on at all on a trailer equipped with ABS, is a citable violation. This 30-second check can prevent an unnecessary roadside issue.
